Mayor Rahm Emanuel's new No. 2 man at City Hall will be a former federal transportation official the administration recently tapped to help with a planned high-speed train to O'Hare Airport.
Deputy Mayor Steve Koch will step down in mid-August after five years, Emanuel's office announced Thursday.
