The victim in a fatal shooting early Monday in Waukegan has been identified as as Ciera Q. Davis, 24, who lived in the 2800 block of Glen Flora, according to authorities.
Plans were announced Tuesday for family and friends to conduct a vigil later at 5 p.m. at the scene of the 11th Street shooting.
