Conagra Brands, maker of products like Reddi-wip and Slim Jim, won $10.5 million in state tax breaks through a now-halted program meant to boost Illinois' economy. But since that September 2015 agreement, it's sold part of its business, cutting its Illinois workforce roughly in half.
